    What encompasses legislative advocacy? Why should you actively participate in advocacy? What is the importance of legislative issues going on in HR today? Are we just observers or can we make a meaningful impact on forthcoming legislation and its effect on our businesses? At this meeting we will focus is HR’s role in shaping the future workplace.We will look at the impact of legislation and regulation at both the federal and state levels on their employers. Our presentors will review of their experiences lobbying elected officials on important federal and state HR issues – and why they felt it important to do so.             

    SPEAKERS:

    Jack Trow:  Grew up on a farm in Red Hook, NY. Graduated from SUNY Maritime College at Fort Schuyler in 1968, with a BS degree in Marine Transportation. Upon graduation, I sailed Third, Second and Chief Mate with Mobil Corp and Marine Carriers, Inc.  My 38 year HR career started with Mobil in 1977 as Benefits Advisor and progressed to Supervisor Marine Personnel and Labor Relations Advisor for our U.S. and British merchant tanker fleets. Following 22 years with Mobil, I became Director of Human Resources for Marine Carriers (an agent for US Maritime Administration), followed by Director for China Ocean Shipping (COSCO).  My final position was Vice President, Human Resources with Arnoff Moving & Storage (agent for North American Van Lines), serving as member of their Executive Committee and collaborating closely with consultant, Strategy Leaders, in developing our 1-3-5 year strategic HR Plans. I hold several professional certifications and have served on the Labor Committee of the Liberian Shipowner’s Council, Board member with MHHRA, and member of the Business Council HR Committee in its advocacy initiatives.  Retired in 2015 and now serve as HR Advocate (SHRM).

    Janet Giannetta: Janet Giannetta is a Partner in Visions Human Resources Services, LLC, an affiliate of RBT CPAs, LLP.  Visions offers a full spectrum of HR services. Janet most recently was Chief Human Resources Officer at RBT CPAs where she was responsible for all HR activities within the Firm. Janet is a senior-level human resources professional who has served in a wide range of industries, including health care, finance and manufacturing. Over the course of her career, she has mastered the balance of employee advocacy and the business needs of organizations – the most challenging aspect of compliance and managing human resources. Prior to joining RBT, Janet was the Corporate Compliance Officer and Vice President of Human Resources at Elant, Inc. serving 6 locations and 1200 union and non-union employees.  Before that, Janet was the Regional Human Resources Director at Wingate Healthcare in Needham, Mass., where she was responsible for the HR oversight of more than 1,500 employees across ten skilled nursing centers. She demonstrated a thorough understanding of complex state and federal regulations, and regularly counseled both management and employees on issues like performance, terminations, harassment and discrimination.

    Tom Minnick:  Tom retired from The Business Council of New York State, Inc. in 2015 after 18 years as Director, Center for Human Resources. In that role, he advised Business Council members statewide on HR issues on the Council's HR hotline. Tom was also a member of the government affairs team, lobbying the state legislature, governor's staff and state agency personnel on HR and labor related legislative and regulatory issues.  Over his career, he also served in generalist roles in the insurance, publishing, defense and manufacturing industries.  Tom has been a Capital Region HR Association member since 1981 and a SHRM national member even longer. He has held all chapter leadership roles except Secretary and was chapter President in 1992. He was also NYS SHRM Legislative Director for over a decade.

    Frank A. Cania: Frank Cania is founder and president of HR Compliance Experts LLC. For more than 25 years Frank has focused on employment law and regulatory compliance, workplace investigations, and employee and management training. Frank earned an MS in employment law from Shepard Broad Law School and holds certifications as a Sr Professional in Human Resources and SHRM Sr Certified Professional, as well as a certificate in workplace investigations from the Association of Workplace Investigators. Frank is proud to have provided expert witness testimony to the House of Representatives’ Small Business Committee in 2017. He regularly presents on compliance-related topics, writes monthly for the NY Daily Record newspaper, and has taught college-level employment law classes. Frank’s volunteer roles include NYS SHRM federal advocacy director, and SHRM National Advocacy Team Captain and Labor Relations Panel member.
